Dominique Clarke is currently the CEO of CICINY, bringing to bear over fifteen years of experience in the social services industry. Mr. Clarke began working with this organization as a high school intern, rising through the ranks to his present position by hard work and a burning desire to make a difference in the lives of others. As evidence of his commitment to excellence, Mr. Clarke earned his bachelor’s degree while working full-time in management. Recognized for his visionary leadership, Mr. Clarke has been instrumental in creating initiatives, fostering partnerships, and driving innovations to advance the mission of CICINY. His dedicated efforts serve to prioritize the satisfaction of the individuals supported by the organization. He repeatedly reminds staff of his belief  that our families come first.  Motivated by his family, Mr. Clarke finds inspiration in helping others. In his leisure time, he indulges in reading, music, martial arts, video games, and officiating local football matches.

As the Chief Financial Officer at the Clarke Institute for Community Inclusion with over 19 years of service, Sandy Halley has dedicated herself to the purpose and mission of the agency to first and foremost provide support and service for those with developmental disabilities. She oversees all financial functions, including budgeting, financial reporting, and investment management. Her strategic vision and fiscal responsibility ensure that the organization maintains financial stability while maximizing resources to support its mission. Ms. Halley is very passionate about advocating for individuals with developmental disabilities and is committed to transparency and integrity in financial practices which has been  instrumental in driving the organization’s growth and success. Under her leadership, Clarke Institute for Community Inclusion has enhanced its financial health, allowing for expanded programs and services that directly benefit the special needs community.  In addition to Ms. Halley’s professional achievements, she is actively involved in community outreach and volunteers her time at religious organizations to improving the quality of life for all people. Her dedication to her profession and cause makes her happy to be a part of the masterpiece of Clarke Institute for Community Inclusion.

Hannah Clarke has been dedicated to the Clarke Institute for Community Inclusion for the last 11 years. She worked in several capacities, accumulating a wealth of experience serving individuals with special needs. Over the last 4 years Ms. Clarke has taken on the role of Human Resources Manager.  She is deeply passionate about her work and knows how important her role is in the company.  She strives to create a supportive and positive environment for all employees.  Throughout her tenure, Ms. Clarke has continually sought opportunities to expand her knowledge and skills, believing that growth is key to both personal and professional success.  She recently earned a certificate in Human Resources Management and a master’s degree in business administration.  Ms. Clarke takes pride in her ability to contribute to the company’s development.

Dr. Meshelle Browne is the Public Relations Officer at the Clarke Institute for Community Inclusion, with over 20 years of experience in fostering positive relationships.  She is committed to enhancing the partnership and interactions between CICI and parents, the media, the MSCs and sponsors and donors, by strengthening consumer loyalty and establishing creditability.  Dr. Browne holds a bachelor’s degree in communications, a master’s degree in education and special education and a Doctorate in Special Education.  She was accepted into the International Honor Society in Education, Kappa Delta Pi which recognizes outstanding contributions to education and encourages high professional, intellectual and personal standards.  As a professor in Managerial Communications, she emphasizes the importance of communicating effectively and promoting good relations among all parties, which can only benefit the organization. Her motto is to stay positive; positivity gives us the power to overcome anything and to go after whatever we desire.

Faye Torrington’s journey of service within the Clarke Institute of Community Inclusion (CICI) began in 2017 when she was hired as the Compliance Officer. At that time, the company was called Quality Services Beyond
Compliance (QSBC). Through the years, Ms. Torrington served in several other
capacities, namely Medicaid Service Coordinator, Supported Employment (SEMP)
Coordinator, Job Coach and Day Habilitation Supervisor. Today, she is happy to be
the Regional Director for Day Habilitation Services. Being at the helm of the Day
Habilitation services has afforded her the opportunity to serve others and, to play
a pivotal role in increasing program membership through various outreach and
networking opportunities. With her solid background in education and leadership, Ms. Torrington works with a staunch team of advocates to create person centered, and impactful programs that promote skill development, independence, community integration and personal growth among the
individuals with diverse needs and abilities.

As the Regional Director for Day Habilitation Services, she has the privilege of collaborating with the rest of the management team in prioritizing training, mentorship and professional development for the team of young leaders and DSPs with the aim of enhancing service delivery, as well as, fostering a culture of professionalism, personal growth compassion, inclusivity and respect among staff and individuals with diverse needs. Ms. Torrington truly grateful to the President
and founder, Mr. Gershon Clarke for the opportunity to be a part of this esteemed organization, now known as Clarke Institute for Community Inclusion (CICI). She is grateful for the chance to assist in executing the company’s mission of changing the world one life at a time, and as Albert Paine posited, create a
legacy of service that is immortal, a legacy that transcends our own existence.

Djanova Jean is a dedicated Community Habilitation Supervisor with six years of experience at the Clarke Institute for Community inclusion. She is passionate about helping people and making a difference in their lives. Ms. Jean has consistently demonstrated a commitment to improving the quality of life for individuals within the community.  Her approach is centered on understanding the unique needs of each individual and advocating for resources and opportunities that promote their well-being and growth. She finds joy in helping families and their loved ones get the support and resources they need.

Sharian Jacobs is the Respite Coordinator at Clarke Institute.  She is driven by a simple yet powerful mission: to make the world a better place through acts of kindness, no matter how small. Ms. Jacobs’s dedication to this ethos is evident in her work at the Clarke Institute, where she witnessed firsthand the invaluable impact her efforts have on individuals and families. She finds immense fulfillment in knowing that by changing even one person's situation, she can contribute to the development of a brighter future for those whom she serves. The joy reflected on people's faces is Ms. Jacob's greatest reward, fueling her passion for making a difference each day.  

Mr. Cleveland Drepaul is the current Manager of Residential Overnight and Compliance Services, bringing over 22 years of dedicated experience in the developmental disabilities arena. Prior to his current role, he served as the acting CEO demonstrating his adept leadership and strategic vision. Throughout his
extensive career, Cleveland has showcased exemplary relationship, management and team building skills, fostering a collaborative and productive work environment.His ability to cultivate strong relationships with stakeholders and team members alike has been instrumental in driving the success and growth of the organizations he has been part of.

Mr. Drepaul is known for his fearless commitment to fairness and accountability, principles that have consistently guided his professional journey. His dedication to these values ensures that all operational and compliance standards are met with utmost integrity. As a result, Mr. Drepaul has earned a reputation as a trusted and respected leader here at CICINY. His unwavering focus on maintaining high standards and promoting a culture of transparency has significantly contributed to the betterment of services for individuals with developmental disabilities.
